Council of Defense of Siberia (Russian: Совет Обороны Сибири (СОС), tr. Sovet Oborony Sibiri) known as CDS, is the institute within the nationalist sphere of influence in Siberia that is put in charge of ensuring the defense of the nationalist sphere of influence of in Siberia from outer factors. They control the military formations, bases and warehouses. It is the informal ministry of defense of the unborn Independent State of Siberia.

The CDS was formed on February 14 1992, during the Separation of Siberia. The document which establishes the institution is called "Decree on the formation of an Independent Siberian State", which was signed by Boris Ankenov as the Chairman of the CSC and the Leader of NMS, by Igor Snegokhodov the Chairman of the CDS, by Sergej Korabljov the Chairman of the CSS, by Leonid Pavlov the Minister of Industrial Affairs, by Sergej Kolcov the Minister of Agricultural Affairs, and by Oleg Gorynin the Minister of Economy and Finance.

Its main child organizations are the Department of the Army, the Department of Reconnaissance, the Department of Military Research and the Commission of Conscription.

In 1992 the CDS was established by the seven initial members of the CSC, and it begun activity since then. There was no a previous analogue to the ministry, meaning it had to be created from the basis. It was organized rapidly and inefficiently, however, after few months it was reformed, and since then it proves its efficiency.

Chairman Snegokhodov (1992 -1994)[edit | edit source]

Igor Snegokhodov was the first chairman of the CDS. Under his authority the CDS was formed from the very basis, and brought up to a state of high efficiency and punctuality. The CDS was in charge of all military operations, and military-administrative tasks, including the armament and the supplies. The CDS was also conducted as the main military command of the forces of the NSIS.

Snegokhodov offered Ankenov to take the post of the Chief of Staff, and become the highest ranking officer in order to concentrate even more power in the hands of the leader. Ankenov accepted the offer.

The CDS included in itself many small departments and bureaus, which with times faded away or were transferred to other ministries. The original departments during Snegokhodov were:

The Bureau of Military Police was transferred to the CSS, as the Department of the Military Police.

The Bureau of Counterintelligence was transferred to the CSS, as the Department of Military Counterintelligence.

The Bureau of Communication with the CSS was establish in order to maintain a co-operative web for efficient work between the two institutes.

Chairman Ankenov (1995)[edit | edit source]

Boris Ankenov was the second chairman of the CDS, after the sudden death of Snegokhodov in early 1995. Unintentionally such event served him a catalyst in his constant will to take over the power entirely. Ankenov didn't change much, due to his many posts in the CSC.

The Bureau of Communication with the CSS was disbanded by the order of Ankenov.

Chairman Vladimir Malyj (since 1996)[edit | edit source]

Vladimir Malyj assumed the post of the chairman of the CDS after Ankenov, who appointed him as the head of the institute. Malyj was the head of the CDS during the toughest times of the NSIS, and have committed many atrocities that he claims to be justified. He is trusted by Ankenov, and he is the de-facto leader of the military, even though he controls the least departments since the CDS's foundation.

Before that, he was the head of the Department of Army within the CDS.
